Ensures the efficient delivery of building inspections on all types of construction to ensure building codes, life safety codes and City By-laws are adhered to, including receiving and checking building permit applications, examining plans, approving and issuing permits.
• Inspect new and existing buildings for compliance with applicable codes and by-laws.• Review applications for permit approval.• Provide functional and technical guidance to applicant, owner, contractor, and designer concerning approval process, regulations and building code requirements and meet with parties as required. • Interpret, explain, provide advice and assistance on By-laws, policies and regulations to the general public, other enforcement agencies and City Departments as required. • Perform field investigations of complaints and provide appropriate notice to home/business owners where violation of By-law occurs. • Collect, compile and maintain evidence required for court action and prepare court documents. Appear in court as a witness for the City as required. • Prepare reports and complete other administrative work, such as maintaining a paper and electronic filing system.
The successful applicant will be required to participate in all training programs applicable to this position and other related work. Education: High School graduate supplemented by successful completion of either Civil Engineering Technology or Architectural Engineering Technology program or equivalent and must be eligible for certification of a designation by The Association of Engineering Technicians and Technologists of Newfoundland and Labrador (P. Tech., CET, AScT). Experience: Three (3) years of relevant experience working as a Building Inspector performing inspection and other related duties similar to that required in this position.Specific Skills / Certifications -• Current working knowledge of the National Building Code of Canada, National Fire Code, and Life Safety Code.• Interpret and administer various By-Laws with tact and impartiality. • Communicate effectively with homeowners, contractors, outside agencies and other City Departments.• Work independently, with minimum supervision and in a team setting.• Strong organizational skills in establishing and maintaining a variety of files and records, both electronically and paper copies.• Exercises good judgement and makes effective, sound, timely and informed decisions which may affect public safety.• Exceptional observing, problem solving and decision-making skills.Other:• Working knowledge of applicable computer programs. • Must possess a Class 5 Driver’s License and provide proof of Business Insurance • Must provide own vehicle. Mileage paid in accordance with collective agreement. • Provide a certificate of conduct.

• Must be able to visually observe details/deficiencies up close, or at a distance. • Read, sit or walk occasionally for an extended period, enter/exit vehicles frequently. Occasionally climbing stairs and ladders, access scaffolding • Must have finger dexterity/grasping ability to operate issued equipment/devices, or a computer
